master surgeon can't turn on life flask with "reduced mana cost of skills" whilst on full life

is this a bug or a deliberate change? it feels weird that it has been able to work this way ever since the pathfinder change to now suddenly have it taken away mid league, without a patch.

This seems to have spread to all crafted flask suffixes as well. unable to turn a life flask on with any of them despite them being additional effects unrelated to the recovery.

Life/Mana Flasks can't be used at full Life/Mana respectively, unless they have an effect that would be unrelated to their duration.

The Pathfinder node that doesn't remove Life Flask effects at full life doesn't make Life Flasks usable at full life. This has been reported as a bug since the Pathfinder changes, but hasn't been changed.

Side note, when I'm pulling up your character on the website, your belt slot appears empty. Any chance that could be related?
