Does Fire and Ignite Resistant mobs are full immune to ignite?

I'm playing ignite build now and this mobs have like 100% avoidance and can be killed only by hits. So does they have 100% avoid chance being ignited or they just have like very high resistance?

+75% fire resistance and 80% reduced ignite duration on them.
With your Emberwake, he doesn't get ignite.
Aside from increased Fire Resistance, monsters with this modifier also have "80% reduced ignite duration on you".

This modifier is additive with your modifiers to duration of ignites inflicted, meaning that you can counteract it with "increased ignite duration", or make them immune to your ignites if your final Ignite duration modifier is 20% reduced or less.

Your Replica Emberwake ring gives you -90% ignite duration on enemies. Combining the two makes it hard to get back over 0% ignite duration.

Easiest (but tedious) option would be taking off Replica Emberwake when fighting monsters with "Fire and Ignite Resistance".

Slotting in Unbound Ailments Support would make igniting them possible. You have +12% duration from your other ring, Polaric Devastion, and +15% from Circling Oblivion on one of your Cluster Jewels. A 20% quality Unbount Ailments Support should start giving decent DPS from any level, though of course a higher level gem for more duration would help.

An alternative without changing the links of your Skin of the Lords would be picking up ignite duration on the passive tree. You can get 15% from changing the DoT Mastery from "increased effect of Cruelty" to "% increased ailment/skill duration", and 15% each from two nodes on the Fire wheel at the top of the tree, which would just barely allow you to ignite--PoB is showing me 0.03s ignite duration with these. Annointing Elemental Focus on top (Sepia Amber Azure) for +20% ailment duration would give a decent ignite duration.

I'm losing focus, and you may find other ways to tackle the issue, but hopefully this helps.
