Let us Filter on Implicit *Values*

They are visible on unid items on the ground. Why can't we filter for the values?

Why would you need that? implicit are easy to fix, synth bases are shown by 90% of filters, and base items can be filtered which govern implicit. What use case do you have in mind?
I think he really wants a way to control the synth items themselves by implicit.

They are rare enough that, imo, it doesn't need further filtering. You aren't being showered with synthesized items ever.
