Honoured Tattoo of the Wise doesn't work with minion skills?

I checked my minion gem level before and after using the Tattoo of the Wise in my tree. I was sure my SRS was level 25 before and after the tattoo. SRS was on the "list of skill gems" on the POE Wiki so I figured it would work. I do have a +1 level from global modifiers that I can't find the source of.

Does the honoured tattoo of the wise work on minion skills? The tattoo is too expensive to remove and readd to check.
