Any easy way to get accuracy on Toxic Rain?

I know the dot doesn't need hit chance, but I still want some accuracy for wither on hit, blind on hit and life gain on hit. Any easy ways to get some?

Precision aura? Maybe with 'Arrogance' support or what its called if you dont have mana.
