Trial Of Ascendancy/Fracturing Shards Requirements

Hello everyone,

Is there a specific Area/Map lvl/tier Trial of Ascendancy needs to spawn?

Im specced into Beast farming in low tier maps (1-4) and running Trial of Glory Atlas Passiv at the same time. Im pretty sure i havent seen a single Trial of Ascendancy in 100+ maps, which should be relativly impossible while having atleast 10% chance of spawning one every single map.

Same with Fracturing Shards. Im killing atleast 3-4 harbringers (low investment i know) every single map as a little bonus and havent seen a single Fracturing Shard. Can they drop at low tiers?

The league shards were added, I had Harbi's on my atlas the entire league and I used scarabs and compass the entire league. I didn't get a single fracture shard. I switched over and did the harbinger memory (the one where all loot is replaced with shards) and got 3-4 in a few hours of farming. They are stupid rare.
