Unplayable performance after engine patch

Quitting the league because the game is no longer playable for me after the engine patch.

GTX 1080 MSI gaming X
Corsair 16GB (2x8GB) DDR4 3600MHz CL18 Vengeance LP
ASUS PRIME Z690-P WIFI D4

I have been running dx11 since 3.13 league because its always performed best for me, smooth gameplay with zero stuttering. Now after the engine patch i can no longer hold 144fps in dx11 (which i could before no problem) and im getting a disgusting amount of fps drops in towns and in maps during combat. I cannot run vulkan or dx12 because they both STUTTER ALL THE TIME. They give slightly more fps but the stuttering makes them both unusable.

I have tried changing to dx12 and vulkan, lowering my graphic settings, deleted all my shaders 2 days before league launch, increased nvidia shader cache to 10gb, turned off nvidia sound drivers, engine multithreading on and off. I even stopped playing steam version and did a completely fresh install on the standalone client. Nothing helps.

Have basicaly the same story,
i5 Skylake , GTX 1060XT, 8 Gigs (tried all the things OP tried nothing really helps)

Ayear ago another "performance patch" did the same thing,disabling c states and using an ahk script the guy who suggested it for a power plan sorta helped(maybe ggg did something too)and my game was to at least a playable state with some lag.Now were back to that same point,300+ ms in tow on idle ,going out of town is terrible ,idk how buy i managed to get to act 10 but now its literally not playable.

this is me after an entire day playing with dx12 trying to make it work

i cant even run a non-juiced map, as soon as i see fire on the ground the fps just tanks like crazy, absolute slideshow.

it feels like the shaders arent being saved at all, just continuously being redownloaded every time that shader is needed in the game and then deleted afterwards. every time i enter a new harvest i see the shader bar fill up and i can see ground textures being added one tile at a time.
