Searing Exarch questline won't start

Im in reds and I still don't have exarch on the map device. Tried maps with and without maven, nothing changes. please help

IIRC if you have Eater available at the map device, that would have to be progressed in order to get Exarch.

Doing t16s but baby exarch quest item wont drop. Done the Black star ages ago:(
