Warcry not generating power

Hi all. I'm having some trouble with my warcries, in particular Enduring Cry and Ancestral Cry. Seems like I couldn't generate any Endurance Charge or Armour buff regardless how many monsters around. My General's Cry seems to work fine. Haven't tested any other. My char is a Ruthless Zerk using the new Warbringer buff. I can't swear on this, but I believe before taking the ascendancy node, my Enduring Cry worked fine. Please let me know if I should provide any other information/logs for this.

Edit: something must be wrong with the power count. I just slotted the warcry at least 10 power node and now I have the end charge and armour buff. Note that before I always test with a pack with rare monster, which should have yielded at least 10 power.

Edit 2 (sept 1): this problem still persists. Warcries not generating charge/have no power at all after speccing Ruthless War Bringer
