Performance: Rubber Banding
I made a reddit post about it since I can upload a video there. It's most noticable when I am shield charging but I essentially just get thrown around the more I shield charge. I've tried changing around settings and updating drivers.. nothing works. If you want to see the video it's on the reddit post:

Not a bug, it is a feature of the method of sync you are using.
And it is primarily caused by unstable latency/packet loss You should default into lockstep if your connection is under 100ms ping in lock step when you lag it will cause your character to stutter and occasionally speed up like it was in fast forward. A lot of people get the idea that switching to predictive sync fixes the stuttering/lag for them but it dose not. In predictive the client(you) is running and comunicating with the server simulation and synced to the server, if you have minor latency problems you won't really see much of an effect to the game but the worse the problems the more pronounced the effects are. For example latency could cause the signal telling the client that your char changed direction from coming through, the server is still moving your char the way it was going before you changed until the latency spike sorts it's self out, the info gets through then you are forcibly synced to the servers version causing you to rubber band. Using high movement speed/movement skills exaggerate this effect. You are right.. it was a connection issue, though I don't think it was on my end. After reading your post, I logged out and changed the POE server I was connecting through. Washington DC had a 45 MS ping time average (which was being auto selected as that was the lowest) and I tried Texas which was 56 MS average. While on Texas server, I was not getting that issue. I always have an outbound ping going to check for packetloss and my connection wasn't dropping packets or having ping spikes, however moving to the Texas server did seem to fix the issue indicating that one of the hops from my network to the DC server was having an issue in that route that I don't seem to have if I manually select Texas.
