What is the interaction between the Guardian's Time of Need, Zealot's Oath and Chaos Inoculation?

Is it:

Every 4 seconds, regenerate 100% of (max) energy shield over one second

or

Every 4 seconds, regenerate 100% of 1 life (due to Chaos Inoculation) over one second

An official answer from PoE would be much appreciated, thank you.
