Where is Burial Chambers?

I thought GGG's intention was to rotate maps in and out. Why has Burial Chambers a end-game farming map been left out of the rotation for 2 full leagues??

There is plenty of maps people would love to not have to have in the rotation instead.

Why do we have even have map rotations? Is it only to limit the amount of atlas passive points we get?

If it's only because of the passive points, why not remove the unique maps from the atlas, then add all the missing maps for a total of 134 maps. If the passive points we get from invitations and pinnacle bosses are also removed, we are left with 134 possible atlas passive points.

Would two extra atlas passive points be considered overpowered? This would also leave space for other possible rewards for the first time we complete invitations or pinnacle bosses.

They removed them around the time the 'GGG is trying to artificially inflate their endgame to boost retention numbers!!!' narrative spawned by ex-WoW lifers. Perhaps a coincidence, but probably just trying to give the people what they say they wanted.
i know
iirc about 20% of the total map pool sits out a league, or more than a league.

This has been the case since 3.13, when new maps were added to the atlas in Ritual to introduce new tilesets and configurations/densities. Foundry and Silo borrowed from Heist's tilesets; larger, roomier nonlinear maps such as Dry Sea and Stagnation appeared presumably to provide low-collision space for bulky prior league content such as Ritual itself, Legion, Breach, and perhaps future bulky procedurals for Ultimatum and Expedition to coexist without overlapping.

3.13 was the last time all the valid maps of the current atlas were in the pool together. Afterwards, a portion are rotated out to keep atlas progression manageable with an eye to league players and limiting atlas passive points to force players to prioritize farmed content. Rather than 160+ points, we get a maximum of 133 between 115 maps and Maven/Eldritch quest fulfillment.

Some maps may end up warming the bench for multiple leagues in a row.

Primordial Blocks fans (does such a thing exist? Yuck) waited 3 leagues for PB to return in 3.16 after being out of rotation since Rit.

Its return highlighted the growing problem of access to rare hideouts that are exclusive to a particular map. Div cards can drop in multiple places, but afaik rare hideouts only ever spawn in their respective maps and don't swap places. If you only play league, you basically have no chance to win the hideout you want if that map is benched.

BC comes and goes, probably mostly as a function of limiting access to HH and Doctors, but other factors may decide whether it's in or out. Lair and Dark Forest sometimes alternate the way BC and Waste Pool/Spider Forest swap out, based perhaps on one of the three becoming a target for Pantheon upgrade souls, leaving the other out.

Are the devs gathering data on what maps ppl choose to avoid at all costs? Perhaps in future leagues, the map pool will get pruned down so that all the staples of farming and Pantheon progression are featured every league, at the expense of some of the redundant "beast innards" tileset maps, "underground passage" maps that aren't Merveil-related, "marshy bog mud geyser" maps whose boss is yet another angry rhoa, yet another leap slamming bandit chief, etc.

possible they want us to run uniques maps where they spend time on making xd sure they could make them worth running in other ways but that means giving us loot and well that's not the ruthless way of thinking now is it xD
