Getting a lot of stutters with Vulkan and DX11

Last time I played the game was at the beginning of the Crucible league, I had no problems. Probably it was after that big 6GB patch, also on top of the big stutters and CPU spikes I lost about 40% to 50% of my performance. Small to medium sized packs that before didn't impact on my gameplay suddenly make me go from 60fps to 55-45, maps with big pack size become hard to play through.
CPU: Intel Core i7 4770k [Working at 4.5 GHz, the cpu spikes while playing PoE make it fluctuate a lot as I can see it in the Task Manager, going from 4 to 1 non stop] GPU: Nvidia GeForce GTX 1060 Ti RAM: 16GB DDR4 (2400 MHz) The general settings are default, windowed 1600x900, Vulkan (Since it seems to behave a bit better than DX11) and Triple Buffering enabled. I tried messing around a bit but nothing really changes. I removed the shader cache and rebuilt it, no change. The game was installed recently, as I had to reinstall my OS, all drivers are up to date. MTX seems to not be the issue, as there's no change whatsoever whenever I use some of not. The game only seems to work smoothly disabling Multithread, which makes the game run better but the framerate worse as long as a small pack of monsters dies. The latest patch didn't seem to have any effect on my gameplay, everything is still the same. Last bumped on Aug 16, 2023, 2:58:33 PM

To further add more information that could help solve this:
1.- Going to the NVIDIA Control Panel and changing PoE's power settings from ``optimal´´ to ``maximum performance´´ seems to get rid of some of the cpu shenanigans. I still have lag spikes and the cpu still jumps around, so far this is the only game I've seen recently that does this. 2.- Limiting the amount of cores from 7 to 4 seems to fully get rid of the lag spikes for me and the game functions as expected. (You can manually do this temporarily by opening the Task Manager, right clicking on the process, going to details, right clicking again and setting your affinity) This thread may be worth looking into so the problem can be solved from its roots, as C-States can mess with latency and from what I've seen this game seems to have a problem with exactly that. https://www.reddit.com/r/pathofexile/comments/t1d01u/performance_guide_secrets_of_stuttering_how_i/ Edit: Just to be clear, neither point 1 or 2 solve the cpu spikes for me. Point 1 solves some of the stuttering and point 2 makes the spikes less common. The core problem, at least in my case, resides in Multithreading alone.
