Clarification of Ramako, Sun's Light

Nearby Enemies have no Fire Resistance against Damage of Time while you are Stationary

Question: Does this work the same way as ignore fire resistance? Or does it set nearby enemies fire resistance to 0 and pen/exposure will reduce it below 0? Or something else entirely?

Exposure is a debuff that lowers their Fire Resistance, so I'd presume it'd have no effect because they have no Fire Resistance against your Damage over Time.

DoTs already do not benefit from penetration because they are not hits.
