How does mageblood actually work?

When I started my break from POE there was no mageblood belt in the game so I don't know the item. That said, I'm pretty sure that I understood something wrong when checking out the properties. From my understanding a mageblood user with a 4 flask mageblood would be able to permanently "use" the effects of for example:
Kiara's Determination, Taste of Hate, The Wise Oak, Bottled Faith or swap one more of those out for example for a Witchfire Brew or a Cinderswallow Urn, or WHATEVER utility flask the owner likes. I mean that's how I understand the item description but that of course can't be right. So where is my mistake?
