Surge of Vigour & Vaal Pact & Recovery Mastery every 4 seconds

Can someone please help verify if Surge of Vigour & Vaal Pact & Recovery Mastery (recovery every 4 seconds) all work together?

I see below thread saying Surge of Vigour not working with Recovery Mastery.

Surge of Vigour has no positive interaction with the mastery, since the notable already provides periodic regeneration, while the mastery requires regen per second. Even if these two worked together, Vaal Pact would break the interaction anyway.

It makes sense life regeneration is gone once nullified.
Surge of vigor is not life recovery per second, so it cannot be interacted with the life mastery notable.
It seems only one of these can work at a time.
