Concerned about specs for Poe2, will they change?

I'm already running poe1 on pretty much minimum settings; I'm concerned that poe2 may use a major update that requires higher graphics thus locking me out of playing.

The quality is going to be improved with patch 4.0 not just for the higher end of settings, so you can for sure expect slightly higher minimum requirements.

Only solution would be to look for a different game if it's entirely unplayable, or go with the year and get a upgrade of your system. Shouldn't be hard or expensive at all to get a decent upgrade these days. Might be helpful for you to take a look at the system requirements of D4 (medium requirements) if you need a reference for what you can expect as the minimum system requirements to play PoE patch 4.0 just fine.
Flames and madness. I'm so glad I didn't miss the fun.

the game constantly demand more and more hardware so that don't worry, you definitely need a new computer for POE 2

Meanwhile in Steam the dev still listed outdated min requirements:

"
MINIMUM:
OS: Windows 10
Processor: Quad core 2.6GHz x86-compatible
Memory: 8 GB RAM
Graphics: NVIDIA® GeForce® GTX 650 Ti or ATI Radeon™ HD 7850
DirectX: Version 11
Network: Broadband Internet connection
Storage: 40 GB available space

Considering how it looks and how bad devs are at optimizing the game, yeah, looks like it.
