The notable overprepared does not work on trap skills that gain a cooldown through black zenith.
Seems like there is no reason this shouldn't work, so I'm assuming its a bug.
To recreate: put lightning trap in black zenith and spec overprepared. Lightning trap gains the 4 second cooldown, all the CD recovery applies, but lightning trap does not gain +1 cooldown use. This is inconsistent with all other +1 cooldown use sources like second wind, which DOES apply to lighting trap when socketed in black zenith. Black zenith's modifiers also seem to not apply at all when certain spells are used by a trap. Socketing trap support and fireball in black zenith results in a trap that shoots just 1 fireball. Ice spear, spark, freezing pulse, and blazing salvo's projectile behavior all work as expected but they still do not gain a cooldown use when supported by trap. Edit: Fireball was not getting multiple projectiles due to the crucible tree on my wand, was testing these interactions on a existing character. Only bug is the notable overprepared not working.
