Betrayal research encounter: syndicate members never spawned

I fully cleared the research encounter, and no syndicate members ever spawned.



I portaled out of the map and spoke to Jun to take an image of my Betrayal board. You can see that the Research safehouse is NOT ready to run:



This was in the Crimson Temple map area

My expectation is that... syndicate members spawn when you clear the Research encounter
