"Culling Strike against Marked Enemy" crucible passive does not work with totems

The "Culling Strike against Marked Enemy" crucible passive (same text as Marked for Death notable) is not culling when used with totems.

As a sanity check, I equipped a Marylene's Fallacy ("Critical Strikes have Culling Strike") and culling very obviously occurs. The problem seems to be with this specific textline's effect.

No, you don't. AFAIK you can cull with totems with every other source of cull in the game, because they are all global and thus inherited. Even the 'You have Culling Strike against Cursed Enemies' on curse clusters works with totems.

Having the same issue. I annointed Marked for Death instead of getting it from a crucible passive. I've been watching enemies and clearly am not culling despite PoB thinking I should. In the past all sources of cull I've had worked for totems.
