Server Routing Issue?

For the last couple of days I've had this issue with the instances I'm getting, so I play on the South African server and usually my ping is around 20 but recently it will randomly jump to 200 and stay there and then every map I open will also be 200ms and as soon as I see a mob ping spikes to 5k and I die. I've noticed this happens when I get connected to the following instance IP: 94.156.93.195. When I open the game and I'm in town my ping seems normal and I'm connected to an instance on: 5.188.120.x, but as soon as I go to my hideout its 200ms. I have run 2 MTRs on separate networks to test and the results are the same. I will post them here any help would be appreciated.

Edit: It does seem to happen at random mostly sometimes I can run maps all day normally and the other times its like normal 20ms then open a map and its switched to 200ms and then it stays 200 for like an hour or so then switched back to 20ms.
