That's for killing The Elder in the Shaper's Realm, as the quest on the right mentions.
Access requires two fragments dropped by the Shaper, and two fragments dropped by the Elder. |

Then the /atlaspassives description should read "(0/1 from the Elder in the Shaper's Realm" It's not really a bug, but it should be fixed to avoid any confusion. |
