Ralakesh's Impatience (Boots) + Malachai's Loop (Shield) =/= Shocked at max power charges

Bug: Not being shocked by Malachai's Loop.

Description: When I become Stationary, I go from 0 Power Charges, to 5 Power Charges. Malachai's Loop states I should become shocked, as I reached maximum Power Charges. However, this is not the case, from a player perspective.
That said, while typing this out, I had a think, from a game design perspective... The only possibility I can think of, is the order in which the events and checks are being made.
1. Checks if I am Stationary.
2. If Stationary, sets Maximum AND Minimum Power Charges to 5.
3. Checks to see if have "reached" Maximum Power Charges, by checking the minimum I could have come from, which would need to be a value lower than 5. Except the minimum is now also 5.. so game determines I could not have "reached" 5 as I was already at 5.

... Even tho this is clearly not the case, I went from 0 to 5, so I would determine that I have both identified the bug (which it is, in terms of the items description) and where/how it is occurring.

As an aside, if i had Min 0 Max 2 Power charges, and i put, say, a helm on that gave -2 to maximum Power Charges, I would likewise expect to be shocked that one [singular] time equipping that item, as I "reached" my maximum Power Charges in yet another way also.

If I remember correctly a similar topic has been discussed before and the main point there was, that you don't "reach" maximum, because you're set to max charges. This doesn't trigger "reach" related mechanics. But that other discussion was about something else, not those two items, just similar mechanic of being set to max instead of reaching it. Can't quite remember.

I've found a 3.19 build explaining this mechanic and it seemed to work there. So either you're shock immune, or it was a bug and has been fixed, or it is was intended to work like that and is now bugged.

Oh, I had forgotten, I have 121% Shock Avoidance. That must be it! Also even if I had remembered, I would have figured (stupidly assumed) that shock avoidance was from outside sources, not from myself. So that too is interesting. So I could shock myself, be unaffected using Replica Winterheart, and then have other buffs based on the fact that I am shocked. Thanks for the reply, I had missed something very obvious, I admit defeat!
