Olroth's Resolve has charges but cant use

For the start i already am aware i have searing exarch flask brick mod but what i cannot understand is even though with 1 flask and while it being have full charges i cannot even use the flask itself,is this some kind of bug that flask charge is stuck on 59,999 and wont let me use ?

" If the flask requires more charges to use than it is holding, then you cannot use it. Whether or not the flask is 100% full has no bearing on this. Worded differently: if charges per use > maximum charges, you cannot use the flask. The flask enchantment can't bypass this. |

The Exarch mod "% increased Flask Charges used" does not change the consumed charges in the flask description. With this mod, the actual charge consumption is about 65-70.
