Rational Doctrine's Consecrated Ground Linger Effect

Problem: Rational Doctrine applies Consecrated Ground if your highest stat happens to be your Strength and the effect of the CG should linger for 4 seconds. Currently the linger effect is not working for the Consecrated ground although it works for the Profane ground when dealing criticals.

How it should work: Every time you stop your character's movement, the consecrated ground should be created underneath (this is the part that currently works). The maximum 'number' of small AoEs with consecrated grounds that you leave behind should be unlimited, each having a 4 seconds duration, and is similar to the eldritch implicit on rare boots where you drop scorched ground/brittle ground, etc. when moving; also similar to the Inquisitor ascendancy: Sanctuary + Pious Path.

It has been like this since last league when it was added to the game and still not fixed.

It does not say that the area of Consecrated Ground lingers. It states that the effects imparted by the Consecrated Ground linger.

It is working as intended.

In the video you linked, you can see that when you start moving, while the Consecrated Ground area around you disappears, the Consecrated Ground buff in your buff bar starts counting down a 4 second duration, instead of instantly disappearing.

This should also apply to the Profane Ground. Enemies in the Profane Ground should not lose the debuff until 4 seconds after they leave the area of effect.
The ground effect is part of the whole effect of the Consecrated ground. For example, part of the "effect" of the Consecrated ground is that it would affect someone else if they step on it and I may want to use that part of its effect. There's 0 logic in separating the buff from the ground effect.
Also, it works as I expect for the Profane ground - it lingers for 4 seconds on the ground. Also I can create multiple Profane grounds when they proc:

Profane ground has its own duration so it stays on the ground, but Consecrated Ground only exists when you are stationary. Compare "You have Consecrated Ground around you while stationary" and "chance to create Profane Ground on Crit". As for the Linger Effect, just press Alt for an extended description - "The effects of the ground still apply to you, allies or enemies after leaving its area".

You can't understand that leaving a CG/PG behind is part of the effect of this mechanic. Then, respectively a player/minion/monster could be affected by stepping on it after ~3.99 seconds, triggering the remaining duration of the effect on them. Currently it's messed up and works in both ways for PG but not for CG.
Yes, obviously it's not a game changer but this is another example of the tooltip management being poor.
I'm out of here cuz it's getting nowhere.
I only have ill hopes for the tooltips in PoE 2 will be better constructed.

No, it's you who can't understand simple mechanics, but you think it should work the way you want. You create a PG so it stays, you don't create a CG so it disappears.
"Linger" is a term meaning that the effect will continue to affect someone after leaving its area. Nothing about what will remain on ground.

Leaving behind CG/PG isn't an effect of CG/PG, it's an effect of "You have Consecrated Ground around you while Stationary" and "Create Profane Ground", respectively. The duration of a ground effect is tied to the modifier that created it, not to the duration of the buff/debuff the ground effect applies to things standing on it.

Rational Doctrine and Pious Path say that the "Effects of Consecrated Ground you create linger", not that "Consecrated Ground you create lingers" or "has +4 seconds to Duration". The effects of Consecrated Ground are what it does to the people standing on it.

Profane Ground being created with a duration is not due to the "Effects of Profane Ground linger" modifier, which is what you seem to believe.

If you want other people to benefit from your Consecrated Ground, either stop near them, or create Consecrated Ground from other sources.

The way Rational Doctrine works with regards to Consecrated Ground is how Sanctuary + Pious Path have worked for Inquisitor since these modifiers were added in 3.6.
