Tentacle Whip - No Visual Effect

Tentacle whip appears to not be triggering. I don't see any effect.
This effect is on the item "Mark of the Elder Steel Ring"  The effect description is "This attack causes three otherworldly tentacles to strike the ground around you, each dealing your attack damage in an area." I haven't seen it trigger either. Hopefully it gets fixed.
