Savagery anointment isn't working

I suppose to have 10 frenzy charges in total, but the Savagery anointment seems not be working. When I change de jewelry my frenzy charges remain 9, I tested other equipments that add 1 maximum charge and all seems working, but the jewelry don't.

If you've already got the node applied on your passive tree the anointment won't do anything as it's not possible to allocate a node twice.
