Does herald of thunder scale with either of these two items?

If by "scale" you mean whether or not herald lightning storm will get flat added damage and potential to ignite, yes, it will get both in those cases.

Yeah, those will apply to the storms assuming you also meet the conditional req's on them. They will not apply to the buff on you.
