Why is Planetary Orb MTX an Character Effect and not Alt Charge Skin?

The Planetary Orb MTX for charges looks great, but it bothers me that this MTX is flagged as a Character Effect and not Alternate Charge Skin, if you use the Charge skin you can't use any other Character Effect, it doesn't really make any sense.

I wish it occupy the hip attachment slot or belt skin slot instead of the character effect slot, that would be very cool :(
