Void Emperor Arcane Cloak - Scavenger Char Effect

When the Void Emperor Arcane Cloak ends, it removes the Scavenger Character Effect with it, then the Effect reappears.

Void Emperor Arcane Cloak isn't altering my Arcane Cloak at all. I've removed all other MTX and no change.

I equipped the MTX on a different character and it worked fine, came back to original character and is now functioning.
