I am missing 257 ES (sitting on 6700 with all auras up) instead of 6957 (0.33 * 779 ES) If I swap my belt in PoB to a belt with same mods except this one I get exactly amount I see in game. So I did some testing too, to verify if this is a PoB or a PoE problem:
I used a belt with 0 local es and wearing a very basic ES armor. https://imgur.com/a/vKnAw7i from the series you can clearly see, that the mod is not working at all.
