I am wondering if I can have a second account for party play with my friends where I can have an extra Atlas Tree so I don't need to respect my own every couple of hours.
I tried finding this information on https://www.pathofexile.com/legal/terms-of-use-and-privacy-policy so I was wondering what are the rules at this point.

well yes, you are allowed to run 2 PoE clients per PHYSICAL hardware. So 1 PC can run 2 PoE clients BUT you have to manual control each account!!!!! Any use of hypervisor or keyboard/mouse mirror software will get your account banned.

You are welcome to make a second account, however as HanSoloDK has mentioned the following rules apply when using multiple accounts concurrently:
No more than two clients can be run at the same time on one computer - anything more will need to be run on a separate PC in the room (i.e laptop on the side)
‘VMWare' and other types of emulators used for running more than two clients on a PC are not permitted.
Absolutely no input mirroring allowed; each PC needs to be self-contained with its own mouse/keyboard etc inputs.

Is it okay to exchange items/currency between the two accounts? I'm afraid the system thinks it's RMT at the end, both accounts would run on the same PC/hardware

Yes since both are your accounts. However I would advice you to get this in writting from GGG.

i have been doing this(on Standard league though)for months.
pretty much running with 2 different atlas trees and i often move my valuble trades from account 1 into account 2.. no problems but i do use the guild stash
