Ylfeban's trickery not working with block

Tested and only see new curses when I actually am hit for damage. This goes against the rules for a generic "hit" proc. The exact wording is "curse enemies which hit you with a random hex, ignoring curse limit". Doesn't appear to be hidden cooldown related either, because it will trigger another curse within a second if actually taking a damaging hit I do not block. Some clarification on whether this is a bug or intended would be greatly appreciated. Thanks.


Edit: the "trigger lvl 10 shocked ground when hit" works regardless of taking a damaging hit or not. Confused why this form of being "hit" works but not the other.
