Crucible 50% increased Implicit Modifier magnitudes on Shields has issues

Crucible 50% increased Implicit Modifier magnitudes on Shields does not apply to Socketed Gems have % increased Mana reservation efficiency

20% amped by 50% should be 30% last I checked not 20%.. and in-game it is showing that is is supposedly applying which is clearly does not. as the % stays at 20% and no change in actual efficiency.
