New dynamic culling and cpu and gpu usage spikes issue.

So I have been having some pretty serious issues playing path of exile recently. I'm not sure if it's specifically related to the game or not but have only experienced issues while playing path of exile. This started a few days ago. My pc will randomly black screen and I have to hard reset my pc with the power button in order to fix the issue. This happens randomly but as frequently as every 30 mins or so. The last couple of days it has been a bit better until today. I had this happen earlier and since restarting, the cpu and gpu utilization graph while standing still with no enemies on screen spike wildly up and down every 2-3 secs. When this happens dynamic culling kicks in and lowers the resolution substantially to where it's starting to hurt my head. After about the same period of time it reverts to the graphic settings I have it set on. This process continues endlessly. I have tried lowering the graphics settings and changing the renderer but this does nothing. I'm worried that I'm possibly having some sort of hardware issue suddenly but I'm not sure what it would be. All my drivers are up to date when I checked. I know my computer isn't the newest anymore but I don't think I should be getting such sudden drastic changes to how it was before.
