How does this work? Gain Elusive On Reaching Low Life

If I have the crucible node "Gain Elusive On Reaching Low Life" how would that work if I am a Low Life character? Would the node be wasted? or would I always keep gaining the elusive buff once it expires?

You will gain elusive when your life goes from non-low life to low life.
|
|
|
You gain Elusive whenever you swap between "not low life" to "low life." So if you are always low life, it does nothing.
