Renewal Cluster Jewel bugged?

when i spec into the node on the cluster Jewel the skill is greyed out and doesnt light up like usual even though there is a line connecting, and when i do Respec its free is the passive bugged? or whats happening.

Cluster Jewels require way fewer points to respec. I think you only need points for unallocating the sockets on them?
