Mark on hit/ Assassins mark not working

I have noticed that randomly my assassins mark would stop marking rares and unique mobs. After testing it seem that after running a map with "monsters are hexproof" the mark on hit support then fails to apply after. I'm not sure what is needed to do to make it work again but after self casting the mark for a few maps the support then works again.

Probably a mana issue if you are using mark on hit.
