Disciple of the Forbidden - 8% Chance to get power charge on kill doesn't work

Hey,

the passive tree node "Disciple of the Forbidden" -
1 to Minimum Power charges
8% chance to get a power charge on kill
8% increased damage per power charge

does not work.

The Minimum Power charges works, but you don't get the 8 % chance to get a power charge.
I did Act 6 and 7. The whole time only 1 power charge.
(I refunded the point several times - No Change)

but what about the 8% increased damage per power charge? it's not showing in the character description menu "charges" like all the other stats thats added to "per power charge".
