Stream/Video stuttering while game is active

I've got the weird interaction that, if PoE is open and I'm not in the menu or loading screen, my second monitor can not play videos properly, this is particular noticable for twitch or youtube. Strangely, sound works fine, just the video feed is stuttering heavily.

This never happend before with any other application or PoE.

Graphic driver is up to date.

I'm not sure it is caused by PoE, but since it never happend before, I could be caused by some changes.
Does someone has a similar issue or maybe even a solution? I doubt it is caused by memory shortage or a weak CPU.


E: After some testing, this seem to be caused by Vulkan in PoE. On DirectX11, everthing works properly.
