Crucible Passive Skill "+1 Minimum Endurance Charge" Not working with Heirophant

I have found that the minimum endurance charge granted with the shield passive while having 4 current minimum charges with the Heiro ascendancy is currently not granting the additional minimum endurance charge.

And it also removes a minimum power charge, not a maximum, leaving me with 3 as a Heirophant with the +4 minimum ascendancy

The skill tree reads:

+1 to Minimum Endurance Cahrges
+1 to Minimum Frenzy Charges
-1 to Maximum Power Charges

Holding this shield, I currently have 4 endurance charges, 1 frenzy, and 3 power charges

I believe it should read 5 endurance charges, not 4

Even if your minimum charges is greater than your maximum charges, you will be limited by your maximum charges.

The Heirophant ascendency that gives you 4 minimum power/endurance charges also gives you +1 maximum charges for that exact reason.
