Wand changes... why no chaos?

Was looking at the wand changes and I get why they did it. And I don't know enough about the number to see if the end game flat damage ones will make up for 40% spell damage. But my biggest question is why are there no chaos damage wands? The spell damage would at least help with that, now that they are all elemental, chaos wand users kinda get shafted.

Blight and essence drain correct? Any spell based chaos skill like ED contagion or bane builds.

People are complaining about the wand nerf but GGG left the most powerful wand craft available and it can still be rolled from what the patch notes seem to indicate.

A +1 wand can carry from lvl 2 to yellow maps.

The new implicits are all flat damage, which only applies to hits. ED would benefit a little bit from it...but if you're using ED you're probably scaling the DoT, as you would for Blight or Bane, and would still use a % increased spell damage wand instead.

From what I can see, two wand groups are keeping % spell damage implicits: Carved/Engraved/Imbued, and Sage/Omen/Prophecy. The patch notes about changing bases for Unique Wands shifts Apep's Rage and Obliteration over to Omen and Imbued bases respectively.
why not make wands with dot multi as an implicit for all the phys dot, chaos dot, and cold dot people. I understand that spell damage does get converted for some skills, but it would make sense.

Hex Blast - 340% added damage effectiveness
Doom Blast - 370% added damage effectiveness

Both of these gain significant damage from added chaos damage on spells.
