You have to be a lot more specific here.
"Always sap while affected by warth" probably comes from Sublime Vision. "Non-Critical Strikes deal no Damage" probably comes from The Winds of Fate Foul Staff. If you meant this, they are not in conflict and you can use them together!? |

ofc they don't conflict,
But to apply an ailment, you to deal damage. But I cant deal damage (with none crit damage) But the sublime vision States that I always apply sap, which is an ailment, which is impossible without damage.. Hence the contridiction.. |

There is no contradiction, with 0 damage you apply Sap of 0 magnitude, which then gets discarded.

"Always sap" doesn't mean you apply sap at least at minimum threshold? I.e. 6%?

No, "always" [insert ailment] means you have 100% chance to deal that ailment. In other words, you don't need to invest into ailment chance (i.e. chance to sap). You will always deal the ailment. But if the hit you dealt is weak (or 0), the monster will just ignore it. You still dealt it, it was just ignored.
