Cold Exposure - Elemental Mastery + Cold Mastery

one says exposure is minimum 18% ele pen, the other says expo applies an extra 5% cold pen. do these two stack by any chance? according to PoB, they dont, but that seems weird, thats why im checking.

As far as I am aware the extra -5 gets calculated first. So if you inflict a 15 exposure it gets the extra -5 for a total of 20 so the 18 is discarded.
If you have 10 it gets bumped to 15 which would bring the 18 into play. |
