Jun and the Immortal Syndicate are not appearing

Hi, I have ran multiple maps selecting Jun on the map device as the master option / using a "Your map contains Jun" sextant,
and numerous times I have experienced the following:

Even though selecting Jun should gurantee the presence of the Immortal Syndicate, I go into the map and there is no text on the right side of the screen indicating the Immortal Syndicate is in the area. Indeed it is not.

Few times I had a message which said something like
"Fortification encounter abandoned"
"The Immortal Syndicate has been cleared from this area"
As soon as entering the map!!

And I would then find the fortification fortress but - no doors, and empty of syndicate members.

It has wasted already many of my sextants and master missions.
It seemed that after I visited each minor safehouse,
the members of that safehouse were "free" of the bug and could now spawn on the map. This is because after running a single safehouse, I would only get 1 interaction per map with the syndicate, the same one that i ran a safehouse for, opposed to the usual 3-4.

It all started after I ran a mastermind safehouse 1 time,
when all the leaders turned into question marks on the investigation page,
but still had enough intelligence to open the minor safehouses,
thats when they could not spawn anymore on my maps.


is there any fix??? its literally wasting all my money, im trying to level-up the members and move them around before i run the safehouse! this was possible just two weeks ago.

If a safehouse is ready their map encounter can not be started. Those syndicate branches can still be selected as one of the 3 in a map but are wasted, since the safehouse is ready.

Its not wasted. I want aisling to level up to 3 stars before running the research safehouse.
Or in other cases move her to research.

I know for a fact this was possible to encounter members of a safehouse that is already full intel.
