Rage on hit relic and rage on hit gloves implicit add up their rage gain periods

I have a relic equipped that gives me 10% spell suppression and 1 rage on hit with attacks no more than 1 per second and I have an implicit on my gloves that gives me 1 rage on hit with attacks no more than every 1.2 seconds.

The expected interaction is:

Gain 1 rage every 1.2 sec, starting with 1 on first hit
Gain 1 rage every 0.8 sec, starting with 1 on first hit

Adding those up, the first hit should always give 2 rage, and every 12 seconds of continuous attacking you should have 20 rage at least.

What happens instead is that after 10 seconds of continuous attacking I only have 5 rage, and the first hit always gives only exactly 1 rage, the next rage gain only happens every 2 seconds, it seems that somehow the relic and implicit have added up their timers.

The rage support gem does not appear to be affected by this anomalous behavior, and gains rage as expected.

If I unequip either the gloves or the relic, they gain rage as expected, but when equipped together again, they once again add up their rage gain periods.

Any update on this? As a cyclone player getting another source of rage can help immensely for that extra oomph with berserk skill, which would be nice in this league for dealing with the hardest challenges, but with this bug it not only just doesn't work, but actively makes rage gain worse, it would be really quite nice if this got hotfixed in this final stretch of the season.

To reiterate in short, rage gain on gloves + relic rage don't work separately, instead adding up the rage gain timeout, resulting in 1 rage per (timeout on relic+timeout on gloves) rather than 1 rage per timeout on gloves + 1 rage per timeout on relic.
