Cannot use and refund skill points

I am currently certain that this bug is caused by the Impossible Escape jewel.When I replaced the previous Impossible Escape with the new Impossible Escape, the radius of the old one did not disappear, and this prevented me from using my two remaining skill points or refunding any of the points on the skill tree. I tried everything I could think of but nothing worked.

Can you put the old Impossible Escape (do you still have it) back in, refund what you need to, THEN swap to the new Impossible Escape?
