Jorrhast's Blacksteel - Rework Suggestion

So Jorrhast's Blacksteel is a mace I've always looked at as interesting, but has been lost to time.

Instead of 25% chance to trigger animate weapon on kill, I think it should instead have one of the two following:

Animated melee weapons are replaced by copies of this weapon. (Maybe even allow animate weapon to be cast without requiring a melee weapon to animate).

OR

25-50% chance when animating weapons for the additional copy to instead be an "Animated Jorhast's Blacksteel Weapon", an exclusive skill to this weapon.

I believe this item should be reworked somewhere along these lines to be an endgame viable choice for animate weapon summoners.
