Low Sanctified Relic Drop Rates?

Have two characters past 94(94/95) in SsfHC and done every sanctum I can in maps. Probably completed about 15-17 sanctums but all under ilvl 81. I’ve only found 2 sanctified relics throug all of this and they are absolute terrible lol.

Should I just spam the first floor for sanctified relics? Drop rate bugged when under tier 14?

No bug. It's a super rare drop in the sanctum (I believe you still need Area 75 minimum for this) but a guaranteed drop (as far as I can tell) from Lycia, Herald of the Scourge.
