Bug Report 1692911690: Unable to Allocate Mastery after taking Notable Passive Skill

I am using thread of hope to allocate skill points not attached to my Tree. The tool tip for the mastery says I can allocate them once I have allocated the Notable Passive Skill near them, which I can do due to the Thread of Hope. However, it will not let me add the passive skill

When you use jewels that allow you to allocate passives within a certain range that are not connected to your passive tree, such as Thread of Hope, you cannot allocate passives outside of that range that would be connected to a passive in the jewel's range, but not connected to your passive tree.

This is why you cannot allocate a Mastery by allocating a passive around it with Thread of Hope. Masteries are never considered to be in range of jewels, and thus need to be connected to your passive tree.
